I just stumbled across a recent report by Ruth Campbell, the UK (world?) expert on lipreading/speechreading:

"This report aims to clarify what is and is not possible in relation to speechreading, and to the development of speechreading skills. It has been designed to be used by agencies which may wish to make use of speechreading for a variety of reasons, but it focuses on requirements in relation to understanding silent speech for information gathering purposes."
